Professional fishery is in many sea areas a serious ecological threat to the maritime environment. On the other hand, changes in the environment, e.g. the increase of fish-eating animals like seals and cormorants, may impact the fisheries. One of the new guiding principles of political decision-making in fishery issues is that a holistic "ecosystems approach" should be used instead of traditional protection of fish populations.

   The preliminary results of the JUVENA06 scientific campaign, undertaken by AZTI-Tecnalia over the months of September and October 2006 and financed jointly by the Basque Government's Department of Agriculture, Fisheries and Food and the Maritime Fisheries General Secretariat at the Spanish Ministry of Agriculture, Fisheries and Food, showed that the numbers of new-generation anchovies born last Spring have been insufficient for the recovery of the population. Consequently, anchovy fishing continues to be in a risk situation.

   IRD scientists and their partners of the Peruvian Institute of the Sea have analyzed these data obtained from commercial fishing vessels using mathematical trajectory models in order to elucidate the spatial interactions between fishermen and fish. Spatially, the fishermen behave just like natural predators. Fishermen are indeed part of this ecosystem, obeying laws of behaviour common to other top predators. These findings emphasize the importance of establishing an ecosystem-based concept of fisheries management.
